AWS Marketplace: Canada vs US

By Marie ScultoreLast updated: 8 min read

AWS Marketplace lets customers buy your work on their AWS bill. A services firm and a software company use it differently. And where your company is registered decides whether you can sell there at all. Canada is not on the list yet.

What a services firm can sell

Professional services are their own product type: assessments, implementation, managed services, premium support or training. Each service has to relate to an AWS service, or to up to four public Marketplace products.2

You sell them by private offer: a price, scope and terms negotiated for each customer, billed on the customer's AWS bill. When a buyer reaches out, you answer within two business days.12

You can also resell software. With Channel Partner Private Offers (CPPO), a software company authorizes you to sell its product, and you can bundle it with your own services in one offer.313

What a software company can sell

SaaS, AMIs, containers, machine learning models and data products, with public offers at a list price or private offers per customer.4

Marketplace is also the door to ISV Accelerate. That program asks for a general availability listing, and AWS account managers then get incentives to co-sell your product through Marketplace private offers.12

What AWS charges

  • Professional services private offers. 0.5 percent, down from 2.5 percent on June 16, 2026.6 Zero when they sit in a qualifying bundle with another paid product, since September 1, 2026.7
  • Software private offers. 3 percent under USD 1 million, 2 percent up to USD 10 million, 1.5 percent above, and 1.5 percent on renewals.5
  • Public offers. 3 percent for SaaS, 20 percent for AMIs, containers and machine learning.5
  • CPPO. An extra 0.5 percent on top.5

The Canada rule

To sell anything paid, AWS requires a seller who is a resident or citizen of an eligible country, or a business incorporated there. The list includes the US, the UK, the EU, Australia, Japan, India and others. Canada is not on it.8

That means a company incorporated only in Canada can list free products, and nothing paid: no paid software, no professional services, no private offers, and no reselling through CPPO, because a channel partner must be a registered paid seller.83

The route AWS documents is an entity incorporated in an eligible country, such as a US subsidiary, with a bank account there that accepts USD. AWS says to talk to your legal and tax advisers before you change where you sell from.8

Canadian buyers can buy

Canadian customers buy on AWS Marketplace without restriction. Amazon Web Services, Inc., the US entity, runs the marketplace for Canada, invoices the purchase and collects GST, HST, QST and PST.1011

Offers are priced in USD, EUR, GBP, AUD or JPY, not CAD. A buyer can still pay in Canadian dollars at the exchange rate on the invoice date.911

US entity vs Canadian entity

  • Free listings. Both.
  • Paid software, public or private. US entity only.
  • Professional services and bundles. US entity only.
  • Reselling software through CPPO. US entity only.
  • ISV Accelerate co-sell incentives. Tied to a Marketplace listing, so in practice a US entity.
  • Co-sell through ACE. Both. ACE doesn't depend on Marketplace eligibility.
